We offer our services at the intersection of intelligence and special operations with architecture and engineering. As such, we provide a unique resource in the professional services industry. We have the rare ability to translate military, industrial, and law enforcement requirements into legitimate architecture and engineering programming requirements. Our specific niche is in helping military, law enforcement, and industrial clients in the identification of security vulnerabilities through the preparation of Threat Vulnerability Assessments (TVAs).
Our professionals provide a unique service in the development and execution of Theater Security Cooperation Strategies, Engagement Strategies, and Civil Affairs, Humanitarian Assistance, and Disaster Relief Operations. We provide engineering, planning, and construction management support to the US Army Corps of Engineers in expeditionary OCONUS locations through the Mobile District and the Middle East District. We have also provided services to US Department of State overseas.
Fort Hill was part of a master planning team that went to Afghanistan and master planned expansions of Camp Spann/Camp Shaheen in Mazar-e-Sharif and Gamberi Garrison in Jalalabad. During the 3 week site visit, the team lived exclusively on the economy, without any support from USACE. The team spent one week in Mazar-e-Sharif, one week in Jalalabad, and one week in Kabul.
For the Mobile District, Fort Hill directly supports Special Operations Command South, a subunified command of US Southern Command. For Special Operations Command South, Fort Hill provides OCONUS facility engineering support for deploying Operational Detachment Alpha (ODA) teams, Naval Special Warfare (NSW) teams, and civil affairs teams. Fort Hill plans and designs team house renovations and/or new construction for team operations and billeting. Sometimes the facility is a modular steel prefab structure. Sometimes it is a containerized housing unit (CHU) project. More often than not, the recommendation is to renovate an existing host nation facility to promote security cooperation and host nation engagement. On occasion, the projects we design are constructed with host nation and/or US troop labor.
Fort Hill also plans and designs training facilities for ODA/NSW/host nation use, including small arms ranges, crew served weapons ranges, sniper ranges, grenade ranges, live fire shoot houses, rappel towers, boat ramps, covered mooring facilities, helicopter landing zones, hangars, and virtually anything else the team needs. We are often called upon to perform the facility planning for Special Operations Command South sponsored Exercise Related Construction. Fort Hill has served on numerous occasions as the lead facilities planner for Exercise Fuzed Response.
A representative of Fort Hill typically travels with the ODA or NSW team on their predeployment site survey (PDSS), identifying operational and training requirements, preparing a scope of work for needed projects, and developing plans and specifications - often for a Design-Build RFP. On each trip, we conduct a mini-charrette with the team to gather their requirements, and then meet with the host nation personnel to ascertain their constraints, restraints, and requirements. The sites are often very remote, although some are quite urban. Fort Hill has successfully executed projects in Uruguay, Paraguay, Guyana, Belize, El Salvador, Guatemala, Costa Rica, Panama, Colombia, and Honduras.
